Legal Basis for Workplace Risk Factor Measurement

In Estonia, the assessment and measurement of workplace risk factors are regulated by the Occupational Health and Safety Act, which obliges employers to identify, assess, and, where necessary, measure workplace hazards and to implement appropriate measures to ensure employee health and safety.


Workplace Lighting Measurement

Workplace lighting measurement involves assessing illuminance levels at workstations to verify compliance with applicable standards and to ensure sufficient lighting for employees. This service is intended for offices, industrial facilities, warehouses, and other workplaces where adequate lighting is essential for safety and work efficiency.

The measurement addresses problems caused by insufficient or uneven lighting, such as eye strain, fatigue, and increased accident risk. Poor lighting conditions can lead to errors and reduced concentration. Elme TKS specialists measure illuminance (lx) in different work areas using standardised methods.

The client receives a report comparing the results with occupational health requirements and, where necessary, recommendations for improving the lighting system, such as installing additional luminaires or adjusting their placement, to ensure a safe and comfortable working environment.


Workplace Vibration Measurement

Workplace vibration measurement involves assessing vibration levels generated by machinery and tools at points of employee exposure, such as hand–arm vibration or whole-body vibration. This service is intended for companies using vibration-generating equipment, including construction machinery, metalworking machines, and vehicles, where it is necessary to ensure vibration levels do not exceed health-related exposure limits.

Excessive vibration can cause health issues such as hand–arm vibration syndrome or musculoskeletal disorders. Measurement helps determine whether additional protective measures or work time limitations are required. Elme TKS measures vibration acceleration and frequency ranges in accordance with applicable standards (e.g. EVS-EN ISO 5349 for hand–arm vibration) using calibrated sensors.

Results are presented in a report comparing measured values with exposure limit values and providing recommendations for reducing vibration, such as equipment maintenance, use of vibration dampers, or adjustments to work cycles, to create a safer working environment.


Noise Level Measurement

Workplace noise measurement involves quantifying sound pressure levels to verify compliance with occupational exposure limits. This service is suitable for all types of workplaces, from industrial facilities to offices, where noise may affect employees’ hearing and concentration.

The measurement addresses risks related to excessive noise exposure, including hearing damage and reduced work performance. High noise levels can lead to fatigue, errors, and long-term health effects. Elme TKS measures noise levels in decibels (dB) at various workstations and, where necessary, analyses noise frequency distribution.

Measured results are compared with statutory noise exposure limits, such as the permitted 8-hour average exposure level. The report indicates whether noise control measures are required. Indoor Climate Quality Assessment

Indoor climate quality assessment includes measuring key indoor air parameters, such as temperature, relative humidity, air velocity, and carbon dioxide (CO₂) concentration.     Rigger (Slinger) Training

    The Rigger Training programme prepares future riggers for the safe and efficient execution of lifting operations. Participants learn how to correctly attach lifting slings and chains, assess loads, and communicate effectively with crane operators.

The key issue addressed by this training is the prevention of accidents during lifting work.             Accredited Destructive Testing Laboratory

            The Elme TKS Destructive Testing (DT) Laboratory is accredited by the Estonian Accreditation Centre (EAK).

            Non-destructive Testing

            Non-Destructive Testing (NDT) Services

            Elme TKS provides a comprehensive range of non-destructive testing (NDT) services for assessing the technical condition of metal structures, welded joints, and other components without causing damage. These services are essential in the metal, energy, shipbuilding, and construction industries, where structural safety, reliability, and regulatory compliance are critical.

            Elme TKS’s certified NDT specialists perform inspections in accordance with international and Estonian standards, as well as the client’s approved inspection procedures. The Elme TKS NDT laboratory is accredited by the Estonian Accreditation Centre (EAK) and is also recognised as a service provider for projects under DNV GL supervision.


            Non-Destructive Testing Methods

            Ultrasonic Testing (UT):
            Detects internal defects using high-frequency sound waves; suitable for welded joints and thick metal components.

            Magnetic Particle Testing (MT):
            Reveals surface and near-surface cracks and discontinuities in ferromagnetic materials.

            Penetrant Testing (PT):
            Enables detection of surface-breaking defects on non-magnetic materials and smooth surfaces.

            Radiographic Testing (RT – X-ray and Gamma Ray):
